what is you lightsource? if its a moonlit scene, i'd reconsider the tones of the image.

A few comments:
1. The sky is very grainy and appears to include shafts of sunlight in what appears to be a nightime image..
2. The image is very monotone. Even if there was a strong blue hue to the image it would still contain a range of different blues.
3. Most importantly, as holden suggests, the lighting needs reconsidering. The yellow internal lighting suggests a moonlit scene and yet the exterior seems to be too evenly and brightly lit. The artificial lighting would include a range of warm tones and the street lights would, for instance, wash across the pavements and up the adjacent facades.
