Can someone tell me how in Photoshop to achieve the same look as the glow brush found in painter? Is it a matter of picking a brush and then using a blending mode on that brush? And if so what is the typical blending mode used to paint lighting effects?

The dodge tool roughly mimics the glow brush found in Painter.
It is found below (CS3) or beside (CS2 and lower) the Smudge Tool, coupled with the Burn Tool and the Sponge Tool. You can hit the highlights, midtones and/or shadow tones, but make sure that you have the right selection or you may not get the effect you want.
Unlike the glow brush however, you cannot assign a particular color to the dodge tool. You can remedy this however by either creating a separate layer as an additive layer to create your highlights.

Color Dodge either in your brush mode or in your Layer Blending Mode will give you the similar results as the Glow Brush. You may prefer the Layer Blending Mode over the Brush Mode because it's non destructive and easier to edit but the Brush Mode rout resembles the feel of the Glow Brush a little closer.
You choose a color just like you would in Painter.
A combination of both or mixed with other Blend modes yields some interesting lighting effects as well. Give it a go!
