I think it is a great start, but it is too monochromatic, you should change the lights colors to a orange - yellow and also the light hiting the buildings should appear more orange, take this image for example, and see how light color add great color contrast to the image

also you have strong hightlights in the foreground elements that I guess you must have a full moon there, so maybe add some highlights to the background towers just to separete them from the dark sky

in my opinion to make it an old scene matte painting, you should paint out the ferry in the river, or replace it for and old sails ship or something like it
