Second shot is a big improvement. Its an impressively ambitious start and you could really take it a long way but you could benefit from revisiting a few aspects.
I think that one criticism for me would be that it is a little flat. The buildings look huge, but the lack of aerial perspective on some suggests that they are near and small when their position and detail tell me that they are miles away. The perspectie of the geometry is out in a few places - particularly that group of four circular towers further back in the centre.
Its also flat because you don't have any specular highlights. I would expect some in the rounder buildings at least. More critical with the lighting, you also need to keep your moonlighting consistent. Some buildings have it but others don't.
In terms of detail, your suggestion of inhabited interiors is uneven. If you look at the circular towers front right and work back, the tower blocks mid left look ok, as do the upper floors on that hero building mid centre but as you work your way down that building it looks a bit tight on some floors. That throws the scale out for me.
In terms of design, I like your buildings...except the big hoops at the back. Its like a big pretzel has landed and you can only see the upper most part. They detract from the rest of the image. Looking at the interiors, I don't believe them. They don't work do they? Go on, admit it!
Hope this is helpful, your scene has great potential but a few creases need to be ironed out beforehand.
